Hello MSF113 , sorry for my late response , I was getting hold of a microscope to post a picture
I did check the ISL6237 (PU5 on schematic) if im understanding correctly , this IC delivers 5VDC (OUT1 Pin10) and 3VDC (OUT2 Pin30) to the entire system , is this what some people refer as the power supplies?! Ive read elsewhere about servicing them as part of a regular troubleshooting.
Results of my test were all negative tough, zero volts on either OUT pins and all other pins for that matter , tracing back from the IC i tried to locate the 15V_ALWP (Always present??) signal on PR79 but that was also zero.Being a noob on the subject i wasnt sure about testing live or just plugged so i did both , just the charger and both charger and turning on the board , nothing.
Seems like the problem is before this stage , I have no clue what you mean about signals on X`TALs

You can see a pic of the area of the board with the IC and the Resistors where the 15V should be present , unless im reading this wrong , also a clip of the schematic for the same spot , as I side note , is there a more suited type of test leads for this kind of ICs? the regulars from my fluke seem huge! :)
