Two crazy dell's came with these identical symptoms:
- both had dead rtc batteries
- freezing while loading windows 10 from the harddrive
- on a fresh format/installation, windows 10 will freeze on the last restart
- they can load WinPE normally from a USB flashdrive and pass all the tests
- they can pass dell's diagnostic tests with no errors
- installing windows on another working system then transfer the hdd will made them act crazy !
- one of them had a "TPM Not Detected Error"
tried everything possible on those two boards and when I almost gave up I've noticed that both had bios logs dated in the year 3324 !
in dell's diagnostic results, the date is 3324 too
guess what, you can't adjust the 4 date digits in the bios only the last two digits
booted WinPE and it's 3324 and non-adjustable !
The Fix:
Get a dual CSM/EFI bootable WinPE (or any dual-bootable DOS) on a USB flashdrive, bootup in EFI and enter the command "Date" then enter the correct date, restart and check the date should be correct and saved..
repeat with CSM boot and make sure correct date was saved in both modes..
TPM Error Fix:
The location of the Nuvoton NPCT650VB2YX under the heat-pipe clearly shows that it's cooked by heat and needs a replacement, if no replacement is available (like mine) flashing the official bios v1.4.6 and disable TPM + disabling bios updates will get rid of the error msg..

both boards stopped freezing and booted normally after the date fix and was given to the customer
I don't know the root cause of the +1300 years phenomenon and why you need to correct the date in both csm/efi modes to be saved properly, so I'll leave this open for the masters
