AMD Radeon rx480 missing 1.8v pok

I've 12v both, 5v, 3.3v and 1.8v all of them are good. I'm missing the rest, starting pex, vddci, v ram control and vram.
testing starting linear regulator apl5932. I have vout 1.8v and I'm missing 1.8v pok at pin 1. resistance to ground and pin 1 is 3.6k which should be 10k. I've pin 1 (1.8v pok) directly connected to the pex chip apw8713 at pin 1.
somebody can help why I'm missing 1.8v pok?

What about 5V ? Is it stable 5V or 4.9 for example?

Open drain, so maybe you don't have a pullup? It may be LOW or tristated. Tristated requires a pullup.
