if you do not know this password i think this pass only know manufacturer because it use Embedded Security chip (TPM)
But you can submit to HP support about this problem:
1) they must to generate master key according you serial number and bios serial (they must to call back) and sent to your email. This key will valid one week.
With the key, you will have to call the command to intercept the authorization during the boot process and this will fail you in the BIOS without a password and with the reset security chip. you can find in forum of HP more detailed instruction to reset the security chip with this master key.
2) change your matherboard via local HP support.

Это же не Dell, прошивка биоса должна помочь. А перед этим можно попробовать сгенерировать инженерный пароль https://bios-pw.org/
