This is an error of your measurement. Remove the ground crocodile and its wire and tough the scope probe directly to the output capacitor using paper clip method: https://i.stack.imgur.com/7OPgl.jpgYou make a ground loop and you measure the drop over the ground. And increase bandwidth of your scope, set it to full 100MHz (if your scope is 100MHz). Set it to full because inductor PWM pulses look rounded, you don't see inductive spikes and ringing.
