recently they brought me this mac, and it turns on it does the reset and then works with full fan and no chime and no video also no sign of corrosion in the board, any idea?

Here is an idea:
Find an experienced technician with appropriate tools, spares and knowledge.
He will bring this A1466 to life for a fair amount of money.

High fan spinning - usually result of one or more sensors faulting.
- LIO-board with flexcable replacement,
- trackpad with flexcable replacement,
- battery replacement,
- SMC reballing,

No image - be sure, if realy no image or no BKLT?
Do You have any image at external miniDP port?
It's possible, that screen eDP cable is damaged.

No chime - flexcable and connectors from MLB to LIO-board was damaged, or no 5V_S4/1V5_S0SW_AUDIO.
If You have spare parts - verify integrity of flexcable and it's connectors at MLB and LIO.
At 11 an 13 pins is placed SMBUS for FinStack thermal sensor,soldered at LIO board.

i just noticed blown F7700, i replaced and checked with my donor panel still nothing, customer said lcd was flickering and for days and suddenly black screen, then it give the macbook to 2 different service stores, after that she brought it to me i also noticed that someone did rework on cpu it has flux around it and the protective black film burned, so i figured out that , from begining the problem was on lcd panel and F7700 fuse, then the guy that reworked the cpu damaged it, and the mac stopped working.
