Ive got a serious case.
My RTX3070 from Gainward works perfectly in my AMD PC, no problems at all.
As soon as this is plugged into an Intel PC (i3 11th gen), it is no longer recognized and of course does not output an image. This is not recognized in MODS either.
This doesn't work on another Intel PC either.
Other graphics cards work perfectly in the PCs.
All voltages are present, no short circuits.
I also tried all other display outputs, with no result.

There is a known problem for which there was a BIOS update, which I also installed, unfortunately without changing it.
Have also changed the PCIE generation several times, without improvement.

The only thing I noticed was that the HDMI output was swapped for a shorter one.
In addition, two memories were probably replaced.
BIOS version: 94.04.3A.40.85

Вероятно, на вашем компьютере AMD распознается PCIe x16 3.0 @ x8 на графическом процессоре z, а не PCIe x16 3.0 @ x16, как должно быть. В данном случае эта карта вероятно пострадала от перевернутого райзер-кабеля при майнинге, который повреждает шину x1 PCIe, есть возможность взять конечную шину x8 PCIe и подтянуть ее к исходной x8, но это крайне скучный процесс и его сложно объяснить через сообщения.

Возможно пострадали первые диф-пары на видеокарте. AMD распознает не по первым.

If the intel only recognizes 8 lanes, then it still has to be recognized, right? in windows the RTX is not displayed (except missing driver for smb bus). I boot via an APU. If the PCIe is defective, then the card shouldn't work with AMD either.
In BIOS from the intel one it says x0
But as you see in the picture, when I’m placing the RTX in my AMD it runs with pcie 4.0 at 16 Lanes

Intel platform recognize from first pci-e line, if its broken - card wont start. AMD platform work different and will recognize card even if first pci-e line doesnt work. Try to measure voltage drop on pci-e pairs from 1 to 6-8. They must be exact same. If first pair is fail - intel platform wont work. In that case solution will be replacing first pair by second.

Usualy that happens with issue from pci-e riser.

you should measure the pcie data lines and add or remove resistors in between to match the correct reading. there is one guy from spain on youtube adjusts these data lanes pair and adjusts it with a variable resistor. i will send a link if i can find it.

actually the first one is at 2.7V while the others are at 1.8V. so that will be the cause. Now I have to figure out how to fix it.

What is the voltage drop across them when tested with a multimeter?

I made a mistake… so first: I measured the lanes in diode mode.
did it like tech cemetery on youtube. I don't know if there are any better ones. At first I thought the 2.7V at the first pin was abnormal, but that should be fine. then I noticed the first pair, i.e. the 3rd and 4th pins. Pin 3 was “open” and pin 4 was at 1.6V. 1.6V should be fine since everyone else has 1.6V too. but pin 3 is probably fried. I bridged pins 3 and 4. Unfortunately that didn't help :( what did I do wrong

проводом соскоблить поврежденную/разомкнутую дорожку с pciexpres 1x и кинуть на GND, в некоторых случаях карта начинает нормально распознавать 1x только с половины волны сигнала.

You can transfer 2nd to 1st pair of data lines in front and back side, and you will have card recognized as pciex1, but better advice would be to simple use it on amd based pc. This is damaged gpu and cannot be fixed.
