Hello. I have a msi b450 tomahawk dead. On stand-by the NCT6791D is so hot i cant touch it. On 3.3v line i had few ohms only. I took the nct down no change. There is a phase near chipset that also show 1ohm on it. I think is dead but i never repaired motherboards :) so any advice will be good. Thanks. Also noticed that there soma asm1480 chips that gets 3.3v but in pdf says maximum 2.5v vcc.

You can take 3.3V/1A from laboratory power supply on 3.3V rail and look what component will heating(remove heatsink from chipset before do it).

I did that : i had 2 components that overheat : 1 usb driver and 1 asm1480 i took them down . It is normal to have 3.3v on it? In datasheet it says max 2.5. From 4 - 5 A on 3.3v I have 1A now but still low resistance 12-13ohms. On 5v rail i have 0.5A. Also that phase near chipset is 1ohm. It is that normal? I removed the coil the short is after coil unfortunately.

that phase for FCH1, it is 1.05v. if 1 ohm - chipset is dead.
