I have this card on my desk this time https://www.techpowerup.com/gpu-specs/radeon-vii.c3358 exactly this model reference PCB and I need help from someone experienced who maybe has such card now.

1. The card is not detected and stops at 2b on the post card and afer 20 seconds it repeats itself.
2. All voltages are correct measured by multimeter
3. HBM voltage is 1.200V but pulses from the PWM controller go to the inductor "2" and frequency is 10-15kHz with trailing oscillations like only high a side mosfet operates. On the inductor "1" there is silence but a small positive DC offset. But as I said the voltage is 1.200V and it looks like HBM memory does not consume too much power. VRM looks like in power saving mode (maybe).
4. Bios chip is already replaced with another bin from the techpowerup and no change
5. There are signals on the bios pins and GPU wants to read it, looking normal
6. GPU is not hot enough like not initialized but looks evenly warm, no point heating.
7. All pins on PCIe are good.

Do you have ideas where to dig? I don't have experience with R7 since they are rare.

HBM memories are cold after first power up of the card. The internal part of the GPU, the GPU itself heats up but memories are rather colder in my opinion.
The card is recognized under Linux (lspci -v) as a "Standard VGA Compatible Adapter" so there is communication of some kind with the GPU. I use cheap Nvidia as a primary display adapter. I tried to use tserver but it refuses to work with this card.
Is this expensive card mortally sick? Has anybody experience with Radeon VII ?

My experience with radeon VII is not the best..
99.9% of damage is GPU or HBM memory and only replace the GPU will solve the problem.

Unfortunately I expect the same in this case. At least we can discuss symptoms. In my opinion HBMs don't consume energy as it should. VRMs belonging to the HBM look like in some kind of power saving mode. Do you have faulty R7 and oscilloscope?
The worst thing is we don't have information about confirmed GPU transplants because R7s are so rare so we can't definitely tell what really has happened.

It has separate 2 VRMs for powering SOC, I marked them 3+4. When I remove both inductors the card is immediately not detected, hard beeps from the motherboard as usual not detected "Morse code". When I put them back I have 2b on the post card and some kind of communication with the GPU.

PEX_RST is buffered an passes the AND gate properly.
