Hello guys, happy holidays!

I have a Zotac 1080ti AMP Extreme. All voltages present, no short anywhere, core voltage is 800 mv, no missing components, no bad traces, yet still the card won't get detected!
pexrst is also ok on pins 1,2,4. The only clue I have is that I have 550 ohms on 1.8V which might suggest something. Can anyone help?

does the monitor react when turned on?

check pex reset resistance (A11) it should be about 8Kohm or Mom
Pex_refclk on diode mode(A13 A14) it should be about 1.6v

of course pex TX0 (before the capacitors) and RX0 (diode mode)

even if it's a memory problem you should see it in device manager if you have mainboard video to connect to display.

PEX reset A11 should be checked in a diode mode with red lead of the multimeter to the ground. It should give around 0.4...0.8V depending on the card. In the opposite polarity it should be open circuit.

Measuring a resistance of a single pin is useless because you can find only the "KZ" state using ohms. This magic resistance of the chip does not come from a resistance itself. It is quantum tunneling (Туннельный эффект) https://en.wikipedia.org/wiki/Quantum_tunnelling which gives experience of the low resistance of billions of transistors but it is only experience, not a real resistance coming from resistivity.

You can measure this "resistance" of the voltage rails with a large amount of semiconductors but not a single pin, where you can't even measure a diode reverse leakage by yourself.

It's not being detected at all, not in device manager, nor in the Bios menu
