PEX reset A11 should be checked in a diode mode with red lead of the multimeter to the ground. It should give around 0.4...0.8V depending on the card. In the opposite polarity it should be open circuit.
Measuring a resistance of a single pin is useless because you can find only the "KZ" state using ohms. This magic resistance of the chip does not come from a resistance itself. It is quantum tunneling (Туннельный эффект)

You can measure this "resistance" of the voltage rails with a large amount of semiconductors but not a single pin, where you can't even measure a diode reverse leakage by yourself.
