Try to change APW8722a with new one, change to RT8120a (change res to 0), change bios. No Result.
VDDCI APW8722a pin 7 comp must arround 1.5v where it come from? what responsiblee for this pin?
Any schematic for this card?

If you track VDDCI_COMP in any circuit containing VDDCI, you will see how the control signal is applied to this pin. I mean the 7th pin. It performs both an enabling function and a compensation function.
You can use this circuit for example:
